What do we do?
We are a unique place to work - we're a local authority organisation and We are seeking an experienced procurement assistant to assist in the provision of an effective procurement service. You will work closely with Procurement Manager on Northants projects as a supporting officer.
What is the role?
- Assisting in the provision of clear and well-informed advice on procurement to all parts of the Future Northants Working Groups, including advice on specification, description, availability, cost and manner of obtaining goods, works and services. This is to include assisting the Corporate Procurement Officer in the following:
Ensuring that all Teams are properly advised on compliance with the required Rules and Regulations, and on legal requirements including European Union public procurement rules.
Seeking to improve efficiency and effectiveness (including appropriate sustainability and equality impacts) of procurement.
Identifying and advising on opportunities for collaborative procurement where advantageous to the Councils.
- Supporting procurements issues across the Future Northants Working Groups.
- Updating and publishing the suite of documents required to enable the Councils to effectively carry out procurement, including:
Standard procurement documentation.
Standard terms and conditions of contract.
Other relevant documents.
- Assisting in the provision of effective operation of electronic procurement system(s).
- Supporting any and all corporate and external groups and forums.
- Maintain such records, statistics and other performance indicators and to ensure that key documents and reports are kept updated and published according to the procurement regulations and requirements of the Future Northants project.
What you will need?
- Must have a good level of literacy and numeracy and be able to analyse and evaluate complex tenders.
- Experience interpreting and communicate effectively procurement rules, including European Union requirements and the Council's Constitution and Procedure Rules.
- Experience, preparing of evaluation models and whole life costs. Skilled in analysing data and making spreadsheets.
- Experience of providing advice and support to others, preferably in the field of procurement.
- Member of the Chartered Institute of Purchasing and Supply or working towards CIPS qualifications.
- Experience of using procurement systems, especially electronic forms of procurement.
- Experience in working in procurement specifically in a local authority or other public sector settings.
- Track record of assisting others in procurement or similar services.
