Pay rate: £13.67 - £16.30 per hour PAYE or £18 - £21.50 per hour LTD/Umbrella depending on experience

Yes! We have an exciting opportunity to join a forward-thinking local authority Finance Team in the role of Service Accountant.

What is the role?
You'll be tasked with: To contribute to delivering many of the council's core financial processes, as well as providing financial advice to Councillors, senior officers and service managers. You will ensure the efficient and effective stewardship of assets and resources by supporting budget holders, and cost centre managers, with revenue and capital financial information; assist in the compilation of the council's annual statement of accounts and related audit, as well as other related returns.
You will be dealing with Budget preparation, budget monitoring, closing account. Capital accounting. Working with ledgers, producing spreadsheet and reporting, migration to the new local authorities.
- Take the lead in a key financial process (capital, revenue or treasury management) in consultation with the Finance Manager and Assistant Director (Deputy Section S151 Officer) and deliver all necessary outcomes and outputs, including committee reports. You will be required to provide cover for, and work across, the areas that you do not take the lead for.
- Prepare and challenge monthly outturn reporting to the highest level of completeness and accuracy, within deadline, and ensure that trends and reasons/alternatives are provided where under/over-spend is identified; ensure that corrective actions to financial records (eg virements) are taken in line with the council's policies and procedures.
- Offer guidance, advice and learning/development initiatives to budget holders to help ensure they are equipped to meet their budgeting and accounting responsibilities, and complete accurate year-end forecasts.
What will you need?
- Accounting Technician qualification AAT (or equivalent) or relevant equivalent experience.
- Experience of budget preparation and ongoing budget monitoring and control.
- Demonstrable evidence of advising officers and councillors on financial issues and processes.
- Evidence of user knowledge of Financial Systems (general ledger).
- Demonstrable understanding of local government finance.
- Experience using and interrogate a range of ICT systems effectively, particularly Microsoft Excel and Word.
- Experience of sector specific software packages.
Desirable: Preferable public sector finance capacity experience and AGRESSO finance system knowledge.
