An exciting opportunity has arisen for a senior officer/transport planner with a focus on providing transport responses to planning applications to join our Highways Development Management Team based at County Hall in Hertford. As part of the Whole Client Service in Hertfordshire Highways service, you will work closely with County officers and Opus Arup embedded staff reviewing and assessing impacts on the highway network, which result from proposed developments and providing formal responses to the Local Planning Authorities. Great communication skills will be particularly useful in this role as you will interact on a daily basis with a wide range of stakeholders including district council planning departments, developers and their transport consultants, as well as Councillors and officers.
Key responsibilities:
*Consider, evaluate and report upon the transport implications of planning applications informally at pre-application stage and formally as part of the statutory response period when submitted. This includes the vetting of Transport Assessments and preparation of the Highway Authority's formal response within prescribed timescales, securing and co-ordinating specialist inputs from across the Environment & Infrastructure department
*Provide support to the process of negotiating with developers and their consultants on contributions to transportation infrastructure (Section 106 and 278 Agreements) arising from development proposals and ensure these are properly secured through the completion of appropriate legal agreements
*Developing and delivering CIL infrastructure bids to Local Planning Authorities and providing support to Local Enterprise Partnership, Department for Transport and Highways England infrastructure development and delivery bids on behalf of HCC Highways
*Provide support to the consideration, evaluation and reports outlining the transport implications of local plans and their associated evidence base. Contribute to the drafting of responses on behalf of the Highway Authority to Local Plan consultations and other National, Regional and Local infrastructure consultations and infrastructure bidding process
*Ensure other team members and key stakeholders are involved/consulted as early as possible
This role is a fantastic opportunity for an individual with relevant experience to further their knowledge in the transport sector where you will be considering development proposals involving local and strategic schemes, such as HS2 or a new garden town.

*Post graduate Diploma, Masters or Honours Degree in Civil Engineering studies or Transport Planning, or equivalent relevant experience
*Leader with a depth of and breadth of technical knowledge in the highways sector
*Ability to work effectively and competently with people at all levels in the organisation
*Ability to work without supervision; effective time management and strong organisational skills
*Ability to work to deadlines and see tasks through to completion
*An understanding of transport related and regeneration issues; knowledge of the development planning process
* Ability to read and interpret plans
*Good appreciation of the political context within which the service operates, demonstrating awareness of the wider implications (e.g. political / environmental)
*Experience of producing and presenting reports
* Negotiating skills
* Access to a vehicle for business use
