* Experience of introducing major business cultural and process change in a complex organisation. Some experience of locating business functions in a new geographical area would be an advantage.
* Develop a clear understanding of the case for change and benefits, and the realisation of these benefits, including contribution towards an anticipated Outline Business Case to support the North West Transformation.
* Alignment of change activities across the business, including with those delivered by other business areas.
* Work with the Transformation team and consult with DG areas and business units to understand what would be the most helpful central interventions (with the limited resources available) to:
* Capture an evolving picture of their area's (BUs, teams) planning and implementation maturity for GCHQ's NW transition to support assurance and help identify where interventions are needed centrally, and support understanding between GCHQ's teams (particularly where there are interdependencies)
* Share learning and best practice relating to Northern Transition across business areas and teams
* Provide centralised interventions / support / information / etc to help mature the planning and implementation of GCHQ's Northern Transition in BUs (this may be focussed across all BUs, or tailored to BUs by DG area or buy individual BU). This should encompass workforce moves, and - even where teams are not relocating or growing - changes to ways of working as GCHQ shifts to a more geographically dispersed model, service delivery, and realising benefits of working with / through teams and partners in the NW.
* Undertake the development of business change strategies and business change planning (in conjunction with project delivery leads) in line with the delivery plan.
* Work closely with Project Managers and System Engineers to develop process changes as required and implement lasting change.
* Provide advice and guidance to Tx colleagues on business change practice and approaches. This may include some specific business change support to our themes (currently work is divided up as: Culture, Campus, People, Ecosystem, Workforce Planning, Comms / Engagement).
* Join up with NCF and North on their business change efforts relating to the above.
* Where necessary develop and deliver appropriate training, cascade and support material to accompany changes, develop appropriate skill levels and ensure business change is effectively embedded.
* Analysis and actioning of risks and issues.
* Establish the most appropriate mechanisms and methods to be used to support the roll-out of changes.
* Baseline, measure and lead the realisation of business change benefits.
* Managing effective change communication with customer at working, management and senior levels.
* Perform detailed stakeholder identification and analysis, and develop a clear understanding of the change from stakeholder perspectives.
* Implementing stakeholder management, ensuring that appropriate stakeholders are engaged and consulted in a timely fashion.
* Management of business change documentation and reporting.
* Source and provide best practice and industry standard examples of business change management and guidance as required.
